The Waste Shipment Regulation (WSR) introduced a two-tier waste classification system. While shipments of waste on the green waste list for recovery are subject to information requirements, shipments of waste on the amber waste list for recovery are subject to the procedure of prior notification and consent.
However, the annexes of the WSR do not contain complete lists of wastes, but dynamic references are used, for example to the lists of wastes of the Basel Convention. In order to facilitate readability, consolidated waste lists have been prepared as a service by the German Focal Point to the Basel Convention at the Federal Environment Agency and posted on its website.
