This is the basic prerequisite for a functioning waste management system. The uniform waste designations are of great importance in particular for the disposal of waste and the licensing of disposal facilities.<\/span><\/p>\n<h3><strong><span style=\"font-size: 20px;\">European Waste List<\/span><\/strong><\/h3>\n<p><span style=\"font-size: 20px;\">With the European Waste List, such a basis was created at European level. <\/span><span style=\"font-size: 20px;\">The European Waste List (<strong><a href=\"https:\/\/waste-move.eu\/wp-content\/uploads\/2020\/12\/EWL-2014-EN.pdf\" target=\"_blank\" rel=\"noopener\">EWL<\/a><\/strong>) (<strong><a href=\"https:\/\/waste-move.eu\/wp-content\/uploads\/2026\/02\/EWL_2026.pdf\">EWL_2026<\/a><\/strong>) is decisive for waste designations in the European Union. The EWL applies to all waste, regardless of whether it is destined for disposal or recovery. <\/span><span style=\"font-size: 20px;\">The EWL has been amended three times.&nbsp;&nbsp;<\/span><span style=\"font-size: 20px;\">The 2014 amendment was primarily due to changes in the chemical legislation used as a basis, in particular the enactment of the EU CLP Regulation, as well as develop-ments in waste management and waste legislation. The last amendment in 2025 concerned the classification of batteries. By adding new entries \u2013 for example for lithium batteries \u2013 the list was adapted to the state of the art in science and technology by means of a delegated regulation. Delegated Regulation <a href=\"https:\/\/waste-move.eu\/wp-content\/uploads\/2025\/06\/EAV-Novelle2025_EN.pdf\"><strong>2025\/934<\/strong><\/a> entered into force at the end of May 2025 and will apply from 9 December 2026.<\/span><\/p>\n<p><span style=\"font-size: 20px;\">The European Waste List is a reference nomenclature that establishes a common terminology for the entire European Community. Explanations on this can be found in a Technical Guidance of the EU Commission (&#8222;<a href=\"https:\/\/waste-move.eu\/wp-content\/uploads\/2020\/12\/Technical-Guidance-on-Waste-Classsification_C124_01.pdf\" target=\"_blank\" rel=\"noopener\"><strong>Technical Guidance on Waste Classsification<\/strong><\/a>&#8220; of April 9, 2018, OJ C124, p. 1).<\/span><\/p>\n<h3><strong>Classification of waste types<\/strong><\/h3>\n<p><span style=\"font-size: 20px;\">The list contains 842 types of waste, most of which are classified according to origin. The 408 types of waste classified as hazardous are additionally marked with an asterisk (*) after the six-digit waste code. Of the hazardous waste types, 178 have so-called mirror entries. In the case of these mirror entries, it must be decided on a case-by-case basis whether or not they have hazardous properties. This decision is to be made on the basis of the waste&#8217;s constituents. The decisive factor is whether at least one of the limit values (HP criteria) specified in Annex III of the Waste Framework Directive is exceeded.<\/span><\/p>\n<h3><strong><span style=\"font-size: 20px;\">Figure: Overview of waste types<\/span><\/strong><\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-1319\" src=\"https:\/\/waste-move.eu\/wp-content\/uploads\/2021\/02\/EWL-Codes.png\" alt=\"\" width=\"800\" height=\"445\" srcset=\"https:\/\/waste-move.eu\/wp-content\/uploads\/2021\/02\/EWL-Codes.png 800w, https:\/\/waste-move.eu\/wp-content\/uploads\/2021\/02\/EWL-Codes-300x167.png 300w, https:\/\/waste-move.eu\/wp-content\/uploads\/2021\/02\/EWL-Codes-768x427.png 768w\" sizes=\"auto, (max-width: 800px) 100vw, 800px\" \/><\/p>\n<h3><strong><span style=\"font-size: 20px;\">National Implementation<\/span><\/strong><\/h3>\n<p><span style=\"font-size: 20px;\">In Germany, the european waste list was implemented with the Ordinance on List of Wastes (Abfallverzeichnis-verordnung &#8211; <strong><a href=\"https:\/\/waste-move.eu\/wp-content\/uploads\/2020\/12\/AVV-2020.pdf\" target=\"_blank\" rel=\"noopener\">AVV<\/a><\/strong>). The Federation\/Federal States Working Group on Waste (LAGA) has published &#8222;<strong><a href=\"https:\/\/waste-move.eu\/wp-content\/uploads\/2026\/02\/LAGA-Techn_Hinweise_2025.pdf\">Technische Hinweise<\/a><\/strong>&nbsp;zur Einstufung von Abf\u00e4llen nach ihrer Gef\u00e4hrlichkeit&#8220; (in German only), which are intended to enable a simplified classification of mirror entries.
